How fast does it detect new clips?
It polls every 10 seconds. A clip usually appears within 10–20 seconds of being created, once Twitch's API has indexed it.
Why doesn't Twitch show me the newest clips?
Twitch's clip API sorts by view count, not by time. A clip made 30 seconds ago has almost no views, so it gets buried under older popular clips. The tracker re-sorts everything by creation time so newest is always first.
