What happened to Web Captioner?
The maintainer’s archived repository confirms the hosted service ended on October 31, 2023. The released code and independent forks are separate from a currently maintained hosted service. Check a fork’s owner, maintenance and audio handling before using it.

If you want local OBS processing
LocalVocal is a free OBS Studio plugin with local recognition and translation. It runs on CPU; a dedicated NVIDIA GPU is not required. GPU acceleration is optional. Choose local models to keep that processing on your machine, or explicitly configure a cloud provider with its own data path and costs. It is a good fit when local control matters and you can configure models and OBS sources. It is not a Streamlabs plugin.
If you want a Browser Source
Caption.Ninja provides a caption capture page and a Browser Source overlay. Its official page documents free local translation and paid API-based translation, so it is inaccurate to call it transcription-only. Chrome or Edge is recommended for recognition. Choose the translation path, language pair and audio route explicitly; paid provider usage may require your own API key and billing. A scene overlay gives all viewers the same rendered output.
Choose StreamTranslate when you want hosted speech processing, an OBS or Streamlabs Browser Source, or its broadcaster-enabled Twitch extension. The live-caption product supports 65 target languages; the separate video/VOD subtitle tool supports 60. Recognition support and capture methods depend on the source language and setup. In browser-microphone mode, keep Control open, select the intended mic, start the caption session and rehearse. The optional OBS audio plugin is separate from the visual Browser Source.
If Twitch viewers need their own language
StreamTranslate’s official Twitch extension is enabled by the broadcaster: install and activate it on the channel, link the caption session and supply audio. Each viewer can choose a caption language. Viewers do not install a Chrome add-on. This does not translate an arbitrary channel that has no broadcaster setup, and it does not translate typed chat. An OBS/Streamlabs Browser Source is a separate output: its captions become part of the video, so all viewers see the selected overlay language. A native CC track is another integration.
Compare with your real speech
Use the same microphone, source language, target language and sample speech in each tool. Include names and gaming terms you actually say. Record under your normal OBS workload, compare missing words and translation meaning, then check scene changes, capture stop/restart and viewer controls. We have not measured a controlled speed, accuracy or CPU-use winner.

Questions before choosing
Is the original Web Captioner still available?
The maintainer says the hosted service closed October 31, 2023 and the project is no longer maintained. Independent forks are separate products.
Which alternatives have free options?
LocalVocal is free and open source. Caption.Ninja offers free features with optional provider costs. Stream Closed Captioner offers free basic captions. StreamTranslate Free includes 3 active hours monthly and requires a card, with no payment unless upgrading.
Can Twitch viewers choose separate languages?
StreamTranslate’s official Twitch extension gives viewers a language choice after the broadcaster installs, activates, links and supplies audio to it. A Browser Source video overlay is a separate output with shared visible text.
